Am 1. Juli übernahm Estland für sechs Monate die EU-Ratspräsidentschaft. Das baltische Land ist ein Pionier in Sachen Digitalisierung, und hat sich vorgenommen, die digitale Transformation in der gesamten EU zu beschleunigen. Das freie und progressive Modell soll auf die anderen Mitgliedsstaaten ausgeweitet werden. Kann das funktionieren ? Und was ist an den Vorschlägen wirklich revolutionär ?
