The German Chancellor Angela Merkel and the former French President Nicholas Sarkozy, for example, hailed labour market reform proposals put forward by the former Italian Prime Minister Mario Monti, despite widespread public protests and opposition from labour unions in Italy. I wouldn't go so far as to say that financial centres in the Caribbean are better regulated than London ; perhaps acting as world leaders in areas of finance such as a hedge-fund domicile for the Cayman Islands, yes.
